I mean, yes, and no. Microsoft has created this behavior by having notoriously hostile update behavior in the past, like force-updating and restarting people’s computers in the middle of their work.

And the tech industry as a whole has earned enough distrust through updates frequently containing hostile undisclosed features or feature removal (think of when Facebook updated its iOS app and removed messaging, forcing a whole separate app… or for that matter all the new kinds of snooping that the same company routinely enables) that I can understand why people don’t just routinely agree to updates...
